At first, Matthews started working at the United States Peace Corps in Swaziland where he served as a trade development adviser from 1968 to 1970. He was employed by the United States Capitol Police as an officer for which he was positioned in Washington D.C. Later, he started serving on the staff of four Democratic members of Congress which was the new beginning of his political career life. He became the candidate for Pennsylvania’s 4th congressional district seat but was failed to be the part of the U.S. House of Representatives by receiving only about 24% vote in the primary.
